Retirement Security Plan: 2027 Billing Rates Coming

As announced at the 2026 Interact Conference, there will be no increase to the Retirement Security (RS) Plan base contribution rates for 2027, and the administrative fee remains unchanged at 3% of the total contribution (before any prepayment adjustment).

While the plan’s base contribution rates are not changing, adjustments are being made to other rating factors used in determining each cooperative’s contribution rates. All of the rating factors, including the standard base contribution rates, are periodically reviewed to ensure each co-op contributes in an equitable manner for the cost of benefits being provided. The changes resulting from the most recent review include factors used to adjust the contribution level to account for the average age of the co-op’s active participant population (only for average ages that are under 40 and above 50).

CEOs and primary benefits administrators should look for their co-op’s RS Plan contribution billing rates for 2027 to arrive via email starting August 14. The new rates will apply for the plan year beginning January 1, 2027.

The email will include a “Retirement Security Plan 2027 Billing Rates FAQ” document, which provides details about the rating factor changes described above and their impact on contribution rates.

As a reminder, this is not a bill. The only action required is to review the RS Plan billing rates for your co-op.
