Teladoc Health Fees Waived

NRECA Medical Plan participants covered under a high-deductible health plan (HDHP) will no longer be charged for Teladoc Health® medical or mental health consultations. This change became effective July 4, 2025.

As we notified you earlier this month, the recently passed HR-1 (also referred to as the One Big Beautiful Bill Act) includes a provision that allows medical plans the option to cover the costs of telehealth consultations prior to a participant satisfying their deductible without jeopardizing health savings account (HSA) eligibility. As a result, NRECA will waive the cost share for Teladoc Health consultations retroactive to July 4, 2025.

Systems have been updated so participants will no longer be charged for consultations moving forward. Participants who paid for a Teladoc consultation from July 4 through August 13, while systems were being updated, will be reimbursed.

Reimbursement process
Participants will be reimbursed through the same payment method they used to pay for the consultation, and they will receive an explanation of benefits indicating the Teladoc claim has been reprocessed.

If the participant paid for a consultation and filed a manual claim for reimbursement from a tax-advantaged account (e.g., an HSA or flexible spending account (FSA)), they should reimburse their account to comply with IRS regulations on the use of these funds for qualified medical expenses.

Updated materials
Teladoc promotional materials have been updated to reflect the fee waiver. Be sure to use these materials (and replace old versions at your co-op that list the fees), found on the BA Guide’s Teladoc Health page, to inform your employees about Teladoc Health and the fee waiver.

Note: There are no Teladoc fees for participants covered under a non-HDHP.
