Teladoc Consultation Fee Reimbursement Processing

As we notified you earlier this month, the Consolidated Appropriations Act of 2023 allows high-deductible health plans (HDHPs) compatible with a health savings account to cover telehealth visits on a pre-deductible basis through December 31, 2024. As a result, NRECA has temporarily waived all Teladoc fees—for both medical and mental health sessions—through December 31, 2024. The waiver applies to NRECA Medical Plan participants covered under all plan types.

This waiver is retroactive to January 1, 2023, which means participants who made payments for a Teladoc consultation before March 1 will be reimbursed for the consultation fee(s).

Reimbursements made via check
NRECA has been notified that approximately 700 individuals are receiving this refund via check, accompanied by an explanation of benefits indicating the Teladoc claim has been reprocessed. If the participant used a credit or debit card linked to a tax-advantaged account (e.g., a HSA or FSA) to pay for the consultation, the participant should reimburse their tax-advantaged account to ensure compliance with IRS regulations on the use of these funds for qualified medical expenses. If the participant did not use a credit or debit card linked to a tax-advantaged account to pay for the consultation, no action is required other than depositing the reimbursement check.

Cooperative Benefit Administrators, Inc. (CBA) will mail a letter the week of March 27 to all individuals in receipt of a reimbursement check informing them of the IRS guidelines for payments made from a tax-advantaged account. 

Reimbursements made electronically
Approximately 170 individuals will have their consultation fee refunded to the method of payment used for the initial Teladoc consultation. No additional action is required.
