Retirement Security Plan: 2026 Billing Rates Coming

NRECA is pleased to announce that there will be no increase to the standard Retirement Security (RS) Plan base contribution rates for 2026, and the administrative fee remains unchanged at 3% of the total contribution (before any prepayment adjustment).

While the standard base contribution rates are not changing, adjustments are being made to other rating factors used in determining each co-op’s contribution rates. All of the rating factors, including the standard base contribution rates, are periodically reviewed to ensure each cooperative contributes in an equitable manner for the cost of benefits being provided. The most recent review resulted in updates to factors used to adjust the contribution level to account for the average age of its active participant population (only for average ages under 40 and above 50).

CEOs and primary benefits administrators should look for their co-op’s RS Plan contribution billing rates for 2026 to arrive via email starting August 15. The new rates will apply for the plan year beginning January 1, 2026.

The email will include a “Retirement Security Plan 2026 Billing Rates FAQ” document, which provides details about the rating factor changes described above and their impact on contribution rates.
